To import a PDF document as artwork in LiveCycle Workbench ES
You can import the content of a PDF document that was created in Adobe Acrobat or some other application as the background artwork for a new PDF form. However, you must first create a blank PDF and then import the PDF you want to use as artwork into the blank PDF. You can then add objects on top of the artwork.

1.
Select File > New > Adobe XML Form File (PDF).
2.
In the Enter or Select the Parent Folder box, select the folder in which to save the form design.
3.
In the File Name box, type an new name for the form design, and then click Next.
4.
Click Finish.
5.
Select Tools > Import.
6.
Navigate to the PDF document to import, select the file, and click Open.
7.
In the Import Options dialog box, select Create an Interactive Form with Fixed Pages.
8.
[Optional] Select custom options for importing the PDF, as required.
9.
Click OK.
